「慰安婦」に関するVan Baalenの動議　
　（2007年11月20日下院票決 オランダ外相の積極的勧告あり）　　　　（English）

種々討議の結果当議院は、

日本はアジアにおける戦略上重要なパートナーであって、オランダは日本と
400年間交流を継続してきており、両国の外交関係は2008年には150年間に達すること、さらに、わが国が日本とともに共通の未来を築くことを目指していることを考慮し、

疑念を差し挟む余地のない問題である第二次世界大戦前および大戦中数年間日本が運営した強制的性奴隷制度と、いわゆる「慰安婦」に及ぼした被害とに対して日本は全責任を負うべきであるとの意見であり、

いわゆる1993年河野談話によって、日本政府が「慰安婦」の悲運を確かに認め同談話とともに犠牲者に謝罪し、責任を負うとしたこと、しかしその一方で、去る3月、当時の首相安部晋三が事後に撤回したコメントおよび日本の衆議院議員が今年初めに本件に関してワシントンポストに掲載した意見広告が示すように、数次にわたって日本の政府および国会議員が、河野談話を他人事のごとく扱ったことについても記録があり、

ワシントンポストの意見広告に関するわが下院議長の去る6月26日付書簡への11月7日付返信の中で、日本の衆議院議長が上記意見広告を他人事のごとく扱っていたことに注目し、
　日本の学校の一部の教材は、慰安婦虐待問題など日本の戦争犯罪の認識について十分公正に扱っていないとみなし、

日本は、一部民間資金によるアジア女性基金を通じて元慰安婦に補償を申し出たが、同補償は非政府民間組織から授与されたものとみなすので、

　次のとおり政府に要請する。

1. 深い悔恨の1993年談話の価値を減じるいかなる談話も差し控えるよう、
そしてこの強制売春制度の運営に日本軍が関与したことについて全責任を負うよう、日本政府に強く求めること。
2. 現在生存する「慰安婦」に及ぼした被害について、直接的、道徳的、金銭的補償を提供することによってさらなる意思表示をするよう、日本政府に強く求めること。

3. 「慰安婦」に悲運をたどらせたことを含めて、日本が第二次世界大戦で果たした役割について、日本のすべての教材で正確に記述されることを促進するよう、日本政府に強く求めること。

　そして本日の議事日程に入る。

Motion Van Baalen cs on Comfort Women
(to be voted on in Parliament on Tuesday November 20th 2007;

The Chamber, having heard the deliberations,

Considering that Japan is a strategic partner in Asia, with whom the
Netherlands has maintained a relationship for 400 years, of which 150 years
diplomatic relations in 2008, and with whom our country aims to shape a common future;

Being of the opinion that Japan, publicly and without any restraints,
should take full responsibility for the system of forced sex slavery which it operated in the years before and during the Second World War and for the suffering that was inflicted upon the so-called Comfort
Women, an issue on which no doubt can or may be thrown;

Recording that the Japanese government by means of the so-called

Kono-declaration of 1993, has indeed acknowledged the fate of the Comfort Women, offered its apologies to the victims and accepted responsibility with this declaration, but also recording that the Japanese
government and Japanese Members of Parliament have, on several occasions, distanced themselves from this declaration, as was shown by the later withdrawn remarks of the then-Prime minister Shinzo Abe last march and the advertisement of Members of the Japanese Lower Chamber in the Washington Post earlier this year on the same topic;

Taking note of the letter that the Chairman of the Japanese Lower Chamber sent on November 7th last,
in reply to the letter written by the Chairperson of our Chamber of June 26th last regarding the
advertisement in the Washington Post, and in which he distanced himself form the mentioned
advertisement;

Considering that certain teaching material on Japanese schools does　insufficient justice to the
recognition of the Japanese war crimes, including the maltreatment of Comfort Women;

Considering that Japan, through the Asian Women’s Fund, has offered former Comfort Women forms of
compensation, partly financed through public means, but that this compensation was granted by
a private non-government organisations;

Requests the government to demand with great force from the Japanese government to refrain from any declaration that will devalue the 1993 declaration of remorse and to take full responsibility for the
involvement of the Japanese army in operating the system of coerced prostitution;

Requests the government to demand with great force from the Japanese government to make an
additional gesture by offering the presently living Comfort Women a form of direct, moral and financial
compensation for the inflicted suffering;

Requests the government to demand with great force from the Japanese　government to promote that al
the teaching material on Japanese schools give an accurate picture of the Japanese role in the Second World War, including the fate of the Comfort Women.

And proceeds to the order of the day.

閣下、

ホロコーストを否定するとドイツでは刑事犯犯したことになり、罰を受けねばなりません。日本軍が第二次世界大戦中に組織的に女性に売春を強制したことを否定することが、明らかに日本の新政策のようです。あなたの前任者の謝罪と後悔の念の表明のすべては無意味であり、偽りだったと考えられることになります。

どうやって貴君は1992年に公表された日本語の文書を否定することができるのです。
被害者の、元兵士の、そして元医師の証言を否定できるのですか。また、どうやって国連の報告を否定できるのでしょう。


1つだけ説明が可能です。:貴君はそれが真実だと心配しており、その結果に直面する勇気がないのです。

アメリカ下院で上程された決議は、他の多くの国家の中でも特にアメリカが日本に真実の謝罪を求めていることを明らかにします。
女性に売春を強制したことへの日本軍の直接の関与をを否定することによって、日本がこれまでの謝罪と誠意と呼んだものが価値のないものであることを示しました。私たちはこのことを心から残念に思い、その立場を変更するようお願い、いや要求します。
